In the context of migration and asylum, Italy continues to be a frontline country for arrivals both by sea from the Mediterranean and by land from the so-called Balkan route.
The country is at times considered a destination country while many other times as a transit one for all those migrants and refugees who are trying to reach Northern European countries.
Refugees and migrants, and in particular children and women travelling alone, continue to undertake dangerous journeys to reach Europe.
Additionally, the eruption of hostilities in Ukraine generated a new influx of people towards EU countries, including Italy.
The vision of UNICEF operation in Italy in is to technically support Authorities to 1) strengthen the protective environment at disembarkation and transit points by improving access to child protection, GBV and MHPSS services as well as strengthening child-safeguarding and GBV risk mitigation measures within the reception system; 2) promote and ensuring immediate family and community-based care solutions for unaccompanied and separated children; 3) ensure that UASC, refugee and migrant adolescents, and women have access to life-saving and life-protecting information; 4) ensure that UASC, refugee and migrant adolescents and youth have their voices heard and have access to skills building and job orientation opportunities that promote early integration 5) Scale up actions to counter racism and discrimination.
A key initiative to give voice to young people is the Youth Advisory Board (YAB)- a group of young people (aged ) created by UNICEF, in partnership with the Italian Government, to ensure youth participation in the implementation of the EU Child Guarantee in Italy through regular consultation between the board itself, UNICEF and National Institutions.
UNICEF has managed a national-level YAB since .
The consultant will support the Youth Engagement and Advocacy Expert, who is responsible for coordinating the YAB, in the activities outlined in the programme.
With regards to scaling up actions to counter racism and discrimination, the “OPS! Campaign – your Opinion, beyond Stereotypes, against any Prejudice” was launched in June to raise awareness and engage adolescents and youth in countering unconscious racial biases and prejudice.
The OPS! campaign combines evidence generation, skills building,  use of digital solutions, social media content production and amplification through offline events, online platforms and activation of young influencers.
Since , the OPS! campaign has expanded to embrace multiple and inter-related forms of prejudice, including attitudes driven by prejudices towards girls and children with disabilities and behaviors through discriminatory practices.
The Consultant will build capacity to enhance young people’s voice, engagement and advocacy actions in order to advance UNICEF’s inter-sectional discrimination Agenda in Italy.
Specifically, the consultant will.
Mentor and/or prep young people’s engagement and advocacy actions Design, deliver, quality assure skills building of young people, youth workers and other professionals working directly with youth Support the development and update of innovative digital solutions to counter intersectional discrimination with and for youth Support evidence generation on young people’s attitudes towards their peers with a migration background in Italy Support the review and quality assure creative content production by/for youth for social media platforms (OPS! 198 days between September and July To qualify as an advocate for every child you will have…  Master’s Degree is required in social science, political science, education, anthropology, or communication.
A minimum of 2 years of practical professional work in social mobilization/educational activities with adolescents and youth with disadvantaged background.
Proven track record in planning and coordination of events.
Proven track record in use of youth-based digital channels of influence.
Demonstrated experience of working with and for refugee, migrant, asylum seeker and internally displaced groups.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage).
Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
