Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for some of the largest development programmes in the country, namely the Access to Health, the Livelihood and Food Security Fund (LIFT), the Joint Peace Fund (JPF), EU Nexus Mechanism, and the SECO funded UN Trade Cluster Fund.
In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region.
UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including international development partners, other UN agencies, NGOs and INGOs.
UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

The Joint Peace Fund (JPF) entered a second multi-year cycle on 1 January .
It operates under a UNOPS-only management, delivers on a revised strategy and Results Framework to guide the work of JPF in an operating environment that remains volatile, hazardous, and extremely difficult for civil society organisation (CSO) partners to navigate.
JPF seeks to enhance its understanding and ability to report on the outcomes of its work and its partners, and to ensure its Monitoring, Evaluation, and Learning (MEL) systems are aligned with the available resources and attuned to the difficult operating environment.
With rapid context changes, JPF  continuously reviews its MEL system to ensure it remains in-sync with evolving conflict dynamics.
The Programme Management Advisor (Retainer) will provide ad hoc, needs-based technical and facilitation support in the implementation and continuous improvement of JPF’s MEL system, as well as capacity strengthening of the JPF team and implementing partners on MEL.
This is a home-based position with mission travel to areas of operations, when required.
Please note that, for a home-based position, UNOPS will not provide a laptop or any other ICT equipment.

The Programme Management Advisor (Retainer) will provide technical support and advice to JPF FMO programme team in the FMO's implementation of the JPF's results framework and MEL system.
They will work under the overall direction of the Deputy Fund Director and in close collaboration with the FMO's Monitoring & Evaluation Specialist.
1.
Strategic support to Programmes Design and development of new programmes or projects (Theory of Change, Log frame development).
Programme quality initiatives (need assessment, training or workshop development/coordination).
Reviewing and providing strategic advice related to programme design and theories of change, measurement framework, log frames and/or indicators on proposals submitted to the Fund Management Office (FMO).
Support with reviews or complications of data/evidence for advocacy positions.

Technical leadership on MEL systems Developing and updating effective Monitoring, Evaluation, Accountability, and Learning (MEL) systems for (a) actions supported by the Fund and (b) the Fund's own performance.
Providing technical advice into the design, implementation and improvement of MEL systems, policies, processes.

Technical advisory support to the implementation of projects Designing baseline, mid-term and final evaluation surveys using a combination of quantitative and qualitative methods.
Ensuring adequate feedback to/from Fund beneficiaries on data and analyses.
Overseeing data compilation, analysis and reporting processes to measure progress and achievements.
Reviewing implementing partners’ internal MEL systems and needs, and providing advice as required.
Conducting and/or overseeing survey and other studies’ implementation and analysis.
Reviewing and providing strategic advice related to program design and theories of change, measurement frameworks, log frames and/or indicators on proposals submitted to the Fund Management Offices.
Supporting monitoring and evaluation missions commissioned by the Fund Board or the FMO.

Learning and Knowledge management Development of Learning and Knowledgement Management (LKM) frameworks, guidelines and approaches.
Providing technical assistance and capacity development to implementing partners to ensure participation in the Programme’s M+E and LKM processes and an adequate flow of information and data.
Ensuring the incorporation of M+E and LKM findings into relevant programme reports and providing recommendations to the Fund Board.

Education.
A Master's Degree, preferably in Peace and Conflict, Social Sciences, Political Sciences, Development, or a related field is required.
A Bachelor's Degree in the similar areas with two (2) additional years of working experience is considered equivalent.
Work experience.
A minimum of seven (7) years of progressively responsible experience in programme development, programme management, or monitoring and evaluation (M&E) is required.
Demonstrated and significant work experience in or on the Myanmar context is required.
Demonstrated experience working on M&E in the context of peacebuilding and conflict transformation projects implemented in Myanmar is an asset.
Experience in designing and implementing M&E systems for adaptation and learning is required.
Experience in training and capacity in M&E is an asset.
Experience in outcome harvesting, working with learning agendas, and peer review is a strong asset.
Previous successful involvement with, and good knowledge of, NGOs and civil society is desired.
Experience with the M&E of multi-donor trust-funds is desired.
Language Requirement.
Full working knowledge of English is essential.
Basic knowledge of Burmese is an asset.
