OBJECTIVES OF THE PROGRAMME Unitaid is a multilateral hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalysis improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need. DESCRIPTION OF DUTIES Provide technical support and advice to Portfolio teams and grantees of Unitaid grants in producing quality project plans, logical framework, and project reporting requirements. Review grantee reports and analyze performance. Evaluate grants and perform data quality audits. Review M&E systems of the grantees and provide technical advice. Develop and encourage use of standard M&E approaches, tools and methodologies for portfolio management across teams to enable effective decision making Assist with the preparation of a number of reports: Annual report, Key Performance Indicator Report, and Unitaid Board and Board committee reports. Work with portfolio teams to regularly monitor and assess progress of grants. Provide training on M&E to portfolio teams as well as grantees. Produce routine analyses on grant performance for senior management. Support proper functioning of portfolio information systems (UNIPRO). Provide support to consolidate relevant project data for entry into the Unitaid Monitoring System. Perform any other duties relevant to the functioning of the M&E team. REQUIRED QUALIFICATIONS Education Essential : Advanced level university degree in public health, business, statistics, economics or information technology. Course work should include training in monitoring and evaluation of projects in public health and/or epidemiology. Experience Essential : At least seven years of experience at national / international level in public health, monitoring, evaluation or surveillance. Knowledge of, and experience with, data entry and quantitative data analysis. Experience in producing technical and analytical documents in health-related field. Desirable : Experience in working with a range of global health stakeholders. Good knowledge of grant management processes. Skills Technical Expertise Overall attitude at work Creating an empowering and motivating environment Excellent ability to do statistical analyses and to use a statistical analysis package (STATA,SAS, r). Good knowledge of SQL, MS Systems, particularly MS EXCEL, WORD, and POWERPOINT. Knowledge of data visualization packages (Tableau or another similar package) would be an asset. Excellent knowledge of the Logical Framework Approach to project planning, including ability to set measurable indicators for project monitoring. Good understanding of M&E systems, project evaluations, and data quality audit. Knowledge of communicable diseases including HIV, TB and malaria in a low-income country setting would be an asset. Excellent ability to work as part of a team. Good understanding of health products and market in HIV, TB, and malaria. Excellent written and oral communication skills Demonstrated skills in presenting information to groups of people with diverse educational and training backgrounds. Desirable : Intermediate knowledge of French. REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6231 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
