GLOBAL PROTECTION CLUSTER DEPUTY COORDINATOR, GENEVA, SWITZERLAND, SECONDED TO UNHCR

EDA Operational context The Global Protection Cluster (GPC) is a network of non-governmental organizations (NGOs), international organizations and United Nations (UN) agencies, engaged in protection work in humanitarian crises including armed conflict and climate change-related disasters. The GPC is mandated by the Inter-Agency Standing Committee (IASC), led by the United Nations High Commissioner for Refugees (UNHCR), governed by a Strategic Advisory Group (SAG), co-chaired by the GPC Coordinator and an operational NGO, and serviced by a multi-partner Operations Cell (OpsCell). The GPC unites members, partners and communities working on the full gamut of protection activities, including in four specialized Areas of Responsibility (AoRs): Child Protection (CP), Gender-Based Violence (GBV), Housing, Land and Property (HLP) and Mine Action (MA). The Deputy Coordinator plays a critical role in the delivery of the key strategic objectives that will be set out in the forthcoming GPC Strategic Framework. The Deputy Coordinator will support enhancing the coherence, predictability, leadership, and effectiveness of the Protection Cluster at global and field levels, in line with, the IASC Policy on Protection in Humanitarian Action and the IASC Cluster Coordination Standards, through the provision of a well-coordinated and effective response to protection needs in humanitarian contexts, and to ensure that protection is central to the overall humanitarian response and beyond. He/she will contribute to a joined-up approach with the AoRs, taking forward recent protection architecture simplification recommendations. The position is based in Geneva within the GPC Ops Cell, which is itself a section of the Field Protection Service of UNHCR's the Division of International Protection. The Deputy Coordinator reports directly to the GPC Coordinator. Aim / objectives of the mission Support the GPC Coordinator in enhancing the coherence, predictability, leadership, and effectiveness of the Protection Cluster at global and field level with the aim of: • strengthening the provision of a well-coordinated, joint and effective response to protection needs in humanitarian contexts by the Protection Cluster and its AoRs • strengthening Centrality of Protection efforts in achieving protection outcomes in humanitarian response Responsibilities Under the supervision of Global Protection Cluster Coordinator, the Global Protection Deputy Coordinator will: • support the contribution of the GPC to the current IASC Centrality of Protection workstreams and ensure uptake at field level • Contribute to the strategic direction of the Ops Cell team. • Support the implementation of the upcoming GPC Strategic Framework 2025-2029 (currently under development) • Lead the GPC governance, including support to overall coordination, joint work with the AORs, and engagement with SAG members. • Support the development of a joint protection narrative and resource mobilization strategy around a shared workplan and priorities collectively developed by GPC and AORs, linked to the objectives of the GPC and AoR global strategies. • Support the GPC's engagement in inter-cluster coordination processes at global level, including with the Global Cluster Coordination Group (GCCG). • Support effective working relationship and communication with the GPC's stakeholders, including donors, members states, and relevant institutions. • Conceptualize, promote and where necessary lead joint initiatives, events, roundtables, research and studies that seek to strengthen protection response in humanitarian crises. • Represent the Global Protection Cluster as required. Profile Experience and essential requirements • Graduate degree (equivalent of a Master's) in Law or Human Rights, International Relations or related protection-oriented discipline • Minimum 8 years of previous work experience in humanitarian Protection, Human Rights or related field. Preferably in working with Protection Cluster, IDP Operation or Country Operations applying the Cluster Approach. Field experience is essential. • Experience with leading strategy process and senior-level stakeholder engagement. Experience in the field of humanitarian policy is desired. • Experience in working in an inter-agency environment at field or Headquarters level • Thorough understanding of humanitarian coordination processes and recent inter-agency developments related to the IASC and the broader UN • Experience in protection cluster coordination or support, thorough understanding of GPC's mandate • Knowledge of the Humanitarian Programme Cycle • Knowledge of English and French. Spanish is desirable.
