CHIEF ESTIMATOR - TORONTO - CANADA

A major international contractor with over 20 years of presence in Canada is looking for a Chief Estimator to join their main office in Toronto.
The Chief Estimator will be involved in several infrastructure projects the company works on in Canada.
Responsibilities Build-up of direct and indirect cost estimate for the major projects.
Prepare lump sum tenders, tender summary sheets and cash flows.
Review and manage design deliverables from consultants.
Liaise with and manage subcontractors and suppliers.
Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.
Set-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects.
Perform Quantity Take-offs and assemble Bill of Quantities (BoQ's) documents.
Develop direct cost estimates based on project specifications, drawings and addenda.
Prepare general accounts/indirect cost estimates.
Develop cost unit rates from basic principles by making use of labour, equipment and material resources.
Generate Labour unit rates in compliance with the labour wage requirements of project locations.
Prepare and update complete construction budgets as projects design progresses.
Prepare construction budget review presentations for management.
Generate alternate price for value engineering scope elements for the projects.
Prepare tender summary sheets and cash flows.
Participate in design workshops during the project's design development in order to provide cost/construction input.
Review and incorporate into estimate design deliverables from consultants.
Essential Functions Provide assessment of estimating accuracy and prepare relevant analyses.
Prepare estimates from first principles.
Competence with estimating software package.
Provide direction and support to operational/technical staff and subcontract partners.
Devise and implement sound operational and technical controls on project bids.
Knowledge, Skills, and Abilities Working knowledge of contract language and legal requirements of contracts.
Excellent technical, organisational, managerial and planning skills.
Team leader with strong interpersonal and relationship building skills with well developed communication and negotiation skills.
The ability to assist in determining bid strategies.
Exceptional communication skills, both written and verbal.
Required Skills and Competencies Minimum 10 years' experience in a project management or senior estimator role on large infrastructure projects.
Post-Secondary diploma or degree related to Construction Management, Quantity Surveying, Estimating, Engineering or related education.
Experience in creating a complete bid price using Estimating software.
Experience in creating preliminary construction schedules.
Experience in working in multi joint venture environment.
Experience in working on bids with values in excess of $M.
Experience utilising computerised estimating systems.
Experience as a project or construction manager on large infrastructure projects a definite asset.
